The Trump administration is implementing the first major housing legislation in decades, but questions remain about how new programs will be funded -- and whether Congress must do more to address soaring housing costs.

KEY MOMENTS
A NEW ROAD?
Sen. Lisa Blunt Rochester told attendees that Congress needs to fund the 21st Century ROAD to Housing Act that became law in July and focus on the Department of Housing and Urban Development’s ability to implement dozens of its statutory provisions, POLITICO’s Katherine Hapgood reports. The Delaware Democrat added that while the law focused on increasing housing supply, Congress needs to pursue a second housing bill focused on demand.

COMPLEX HOUSING POLICY
The implementation of the housing law was much debated during Wednesday’s panel discussion with policy experts. Former Acting HUD Secretary Adrianne Todman, now the CEO of the National Rental Home Council, called on her old agency to “stay close to congressional intent.” And former Federal Housing Administration Commissioner Frank Cassidy called on the FHA to streamline the loan process for small-dollar mortgages to make them more profitable for lenders, POLITICO’s Casey He reports. Meanwhile, Dennis Shea from the Bipartisan Policy Center told the audience there’s political will to not only fund the existing law, but to rally bipartisan support for follow-on legislation.
